This shift follows halted direct U.S. aid to Kyiv, with Ukraine negotiating joint production deals with Gulf states like Qatar and the UAE. Meanwhile, planned Russia-Ukraine peace talks in Abu Dhabi were paused due to Iranian strikes disrupting travel and priorities.
