Intel Flags Over 30 Pakistani Terrorists Active in Jammu Despite Severe Winter

Intelligence agencies have assessed that over 30 highly trained Pakistani terrorists, affiliated with groups like Lashkar-e-Taiba and Jaish-e-Mohammed, remain actively operating in the Jammu region of Jammu and Kashmir as of December 28, 2025, posing a persistent threat despite the onset of severe winter conditions that typically hinder mobility.
Under sustained pressure from year-round counter-terrorism efforts, these foreign infiltrators have strategically relocated to remote, inaccessible higher and middle mountain areas in districts such as Kishtwar, Doda, and Poonch, where minimal civilian presence and dense forests provide potential cover for evasion, regrouping, and survival during the prolonged freeze.
The Indian Army has decisively countered any prospect of seasonal operational lull by significantly expanding its footprint into snowbound and high-altitude zones since Chillai Kalan commenced on December 21, 2025, deploying forward winter bases, temporary surveillance outposts, and rapid-response teams to maintain relentless dominance over terrorist hideouts even as temperatures plummet to sub-zero levels.

Multi-agency operations are being executed with seamless coordination involving Jammu and Kashmir Police, Central Reserve Police Force (CRPF), Special Operations Group, Forest Guards, and locally empowered Village Defence Guards, leveraging specially trained winter warfare units equipped with advanced drones, thermal imaging devices, ground sensors, and real-time intelligence sharing for continuous ridgeline patrols, valley sweeps, and preemptive strikes.
Security officials highlight that eroding local support networks, coupled with proactive community vigilance and fortified lower-altitude defenses, have effectively isolated these Pakistan-sponsored elements, compelling desperate attempts to coerce villagers for sustenance; this winter's overarching strategy remains focused on systematically eliminating residual terror pockets, severing logistical chains, and unequivocally demonstrating that extreme weather will no longer serve as a shield for cross-border terrorism in the region.
