Hashim Thaci Awaits Hague Verdict In Landmark War Crimes Trial Over Kosovo Conflict

The Kosovo Specialist Chambers is set to deliver its verdict on Wednesday in the war crimes and crimes against humanity trial of former Kosovo President Hashim Thaci and three former senior Kosovo Liberation Army (KLA) commanders. The court is scheduled to pronounce its judgment on September 16 at 10 am local time, concluding a trial that began in April 2023 and examined allegations stemming from Kosovo’s 1998-1999 conflict with Serbia. Thaci, 58, is being tried alongside former KLA leaders Kadri Veseli, Rexhep Selimi and Jakup Krasniqi. The four men have pleaded not guilty to the charges. The indictment alleges individual criminal responsibility for six counts of crimes against humanity, including persecution, imprisonment, torture, murder and enforced disappearance, as well as four war-crimes counts involving illegal or arbitrary arrest and detention, cruel treatment, torture and murder.

The alleged crimes were committed between at least March 1998 and September 1999 in several locations in Kosovo and northern Albania. Prosecutors are seeking prison sentences of 45 years for each of the four accused. They allege that KLA members targeted civilians and people perceived to be opponents or collaborators with Serbian security forces during the conflict. According to prosecutors, more than 100 political opponents and alleged collaborators were killed. The defence teams have rejected the accusations, arguing that the charges are not supported by sufficient evidence. Thaci's lawyers have also argued that there is no evidence directly linking him to the alleged crimes or establishing that he exercised control over other KLA commanders.

The proceedings have lasted more than three years and involved a substantial evidentiary record. The Kosovo Specialist Chambers said the trial panel considered approximately 270 witnesses through oral and written evidence and admitted 5,467 exhibits. The evidentiary proceedings formally closed in December 2025, while closing statements in the case were held in February 2026. The court said additional time was required because of the complexity of the proceedings and the volume of evidence, with the panel stressing the need for a fair and comprehensive assessment before issuing a reasoned judgment.

The case has attracted considerable attention in Kosovo, where Thaci and the KLA continue to be regarded by many ethnic Albanians as central figures in the country's struggle for independence from Serbia. Thaci served as a political leader of the KLA during the war and later became prime minister and president of Kosovo. He was also a prominent figure in the process that led to Kosovo declaring independence in 2008. He resigned as president in 2020 after the indictment was confirmed and was transferred to The Hague to face trial.

Public support for the defendants has been visible ahead of the judgment. Tens of thousands of people gathered in Pristina on Saturday to call for the former KLA leaders to be acquitted, while rallies have been held at different points during the proceedings. Large displays featuring KLA symbols and the defendants have also appeared in Kosovo. Authorities have prepared additional security measures around the verdict, with concerns that demonstrations could become tense. International peacekeeping forces and local police have been involved in preparations, while several foreign embassies have advised their citizens to avoid large gatherings.

The verdict is being closely watched in both Kosovo and Serbia because of the unresolved legacy of the 1998-1999 conflict and the continuing dispute over Kosovo’s 2008 declaration of independence. For supporters of the defendants, the proceedings concern former fighters who they regard as central to Kosovo’s liberation, while the prosecution has presented the case as an effort to establish individual criminal responsibility for alleged crimes committed during the conflict. The judgment will determine the defendants’ criminal liability on the charges before the Kosovo Specialist Chambers, subject to any subsequent legal proceedings or appeals.
