Fragile Diplomacy: Iran Reviews 15-Point U.S. Ceasefire Plan While Airstrikes Continue

Conflict persists amid strategic tensions, escalation risks and stalled diplomacy

The ongoing conflict involving the United States, Israel, and Iran has entered its second month with no clear signs of de-escalation, as military, political, and strategic factors continue to prolong hostilities. Despite international calls for restraint, the absence of a decisive outcome on the battlefield has kept all sides engaged in sustained operations.

At the core of the stalemate is the inability of any party to achieve its primary objectives. The United States and Israel have sought to weaken Iran’s military and strategic capabilities, while Iran has focused on maintaining its deterrence and retaliatory capacity. With key assets on both sides still intact, analysts say each continues to see value in prolonging the conflict rather than pursuing an early settlement.

The situation has been further complicated by a persistent cycle of retaliation. Missile strikes, drone attacks, and counter-operations have created a feedback loop in which each action invites a response, reducing the likelihood of a pause. This pattern has made it difficult for diplomatic channels to gain traction, as neither side is willing to appear to concede ground under pressure.

Regional dynamics have also contributed to the continuation of the war. The involvement of allied and proxy groups, including the Houthi movement, has expanded the conflict beyond a bilateral confrontation. Attacks linked to these groups have widened the geographic scope of tensions, increasing the risk of further escalation and complicating efforts to contain the crisis.

Diplomatic progress remains limited due to deep mistrust among the parties involved. Previous negotiations, particularly around Iran’s nuclear programme, have failed to produce lasting agreements, leaving little foundation for renewed talks. Without mutual confidence or credible guarantees, ceasefire proposals have struggled to gain acceptance.

As the conflict continues, its broader implications are becoming increasingly evident, including economic disruption, threats to key shipping routes, and rising humanitarian concerns. Experts warn that unless a political breakthrough emerges, the war risks evolving into a prolonged regional confrontation with far-reaching global consequences.
