EU Strikes Drone Deal With Ukraine to Scale Battlefield Technology

The European Union has announced a new "drone deal" with Ukraine aimed at strengthening joint production of battlefield drone technology and expanding Europe's defence manufacturing capabilities. European Commission President Ursula von der Leyen unveiled the agreement during a visit to Kyiv on Wednesday, describing it as a partnership that combines Ukraine's combat-tested expertise with Europe's industrial capacity. The initiative comes as the EU continues to deepen its military and financial support for Ukraine amid its ongoing war with Russia.
Speaking alongside Ukrainian President Volodymyr Zelensky after receiving an award in Kyiv, von der Leyen said the partnership would unite "Ukrainian ingenuity and Europe's industrial scale." She noted that while Europe possesses significant manufacturing capacity and secure production facilities, Ukraine has developed unmatched operational experience in drone and anti-drone systems through more than four years of conflict. According to the EU chief, the collaboration will help both sides accelerate defence production and improve technological capabilities.
Ukraine has already entered into similar agreements with several individual European Union member states and Gulf countries seeking access to the drone expertise it has developed during the war. These agreements generally involve Ukraine sharing drone technology designs and operational knowledge in exchange for investments, royalties and military equipment. The newly announced EU-wide cooperation is expected to build on those existing partnerships, although specific financial details of the latest agreement were not disclosed.

The European Union has increasingly prioritised drone capabilities as security concerns grow across the continent, particularly in countries bordering Ukraine and Russia. Brussels has also stepped up financial assistance to Kyiv, recently beginning the disbursement of a €90 billion loan package intended to support Ukraine's defence needs and stabilise its economy. According to EU officials, an initial €6 billion from that package has been allocated to expand Ukraine's drone manufacturing capacity.
Drones have become a central element of modern warfare in Ukraine, playing a significant role in reconnaissance, precision strikes and defensive operations. Ukrainian forces have also developed advanced capabilities to intercept Russian attack drones targeting cities and critical infrastructure. Addressing the event, President Zelensky said Ukraine is currently producing around 10 million drones annually and aims to double that output with the support of international partners.
The latest agreement reflects growing defence cooperation between the European Union and Ukraine as the conflict with Russia continues. By combining Ukraine's battlefield experience with Europe's industrial resources, both sides hope to accelerate innovation, strengthen regional security and increase production of advanced defence technologies. The partnership is also expected to contribute to Europe's broader efforts to enhance its defence preparedness in response to evolving security challenges across the region.
