Delhi Speaker Vijender Gupta To Address Inclusion At Commonwealth Conference In Cape Town

Delhi Assembly Speaker Vijender Gupta is set to exchange views on parliamentary practices and share insights on inclusion at the 69th Commonwealth Parliamentary Conference in Cape Town, South Africa. Gupta attended the opening ceremony of the global gathering of parliamentarians and said the conference provides an important platform for sharing experiences and strengthening democratic institutions.

As part of the conference proceedings, Gupta is scheduled to address delegates during a joint network workshop focused on “Delivering Inclusivity Measures in Capacity Strained Parliaments”. His address is expected to cover issues related to gender sensitivity, disability inclusion and improving parliamentary accessibility, particularly in environments where institutions operate with limited resources.

Gupta said the conference would facilitate the exchange of views and experiences on parliamentary practices among representatives from Commonwealth member parliaments. The participation of the Delhi Assembly Speaker also provides an opportunity to share perspectives on measures aimed at making parliamentary institutions more inclusive and accessible.

The 69th Commonwealth Parliamentary Conference is being hosted by the Parliament of South Africa and the Commonwealth Parliamentary Association (CPA) South Africa Branch in Cape Town from September 13 to 19. More than 900 parliamentary delegates from CPA member parliaments gathered for the opening ceremony on Monday, with officials describing this year’s conference as one of the most attended editions in its history.

Several additional conferences and meetings are being held alongside the main CPC. These include the 10th Commonwealth Women Parliamentarians Conference, the 2026 CPA General Assembly and general debate, CPA Executive Committee meetings, CPC workshops, the 42nd CPA Small Branches Conference and meetings of the Commonwealth Parliamentarians with Disabilities network. The programme also includes the 60th Society of Clerks at the Table meeting, the 2026 Commonwealth Parliamentarian of the Year awards and the fourth CPA Lifaka Lecture.

The annual Commonwealth Parliamentary Conference brings together parliamentarians from across the Commonwealth to discuss global political issues and the functioning of democratic institutions. CPA Secretary-General Stephen Twigg said the conference was taking place amid geopolitical uncertainty and challenges to rules-based international norms, while its theme calls on parliaments to defend democracy, uphold the rule of law and rebuild trust across borders. The conference also comes as the CPA transitions from its former UK charitable status to a new international legal status as an inter-parliamentary organisation.
