Delhi Slap Row: Political Clash Escalates Over Parvesh Verma Video; Rahul Gandhi Reacts

Congress leader and Leader of the Opposition Rahul Gandhi has said a video showing Delhi minister Parvesh Verma slapping a man who was recording him during a road inspection reflects "the face of a power that no longer fears the voters". Gandhi made the remarks in a post on X on Sunday, September 27, as the incident from Tilak Nagar became the centre of a political dispute between the Bharatiya Janata Party (BJP), the Aam Aadmi Party (AAP) and the Congress.

The incident took place on Sunday when Verma, the Public Works Department minister in the Delhi government, was inspecting road construction work in Tilak Nagar. AAP's Tilak Nagar MLA Jarnail Singh was at the site, questioned the quality of the newly laid road and pulled up parts of its surface by hand.

In a video that circulated widely, Singh can be heard arguing that the road would not last 15 hours. As the argument escalated, Verma began to walk away before a second confrontation. He then allegedly slapped a man who was filming, and the two scuffled before a security guard separated them. The man has identified himself as being associated with AAP's social media operations. His remarks centred on accountability, arguing that elected representatives should be able to face questions and criticism without intimidation. In his post, Gandhi said the man's only offence was making a video while a road was being dug up in front of the minister.

He linked the episode to wider complaints about how the government treats questions. He said a question on the street draws a slap, a question about paper leaks draws a lathi charge, and a question in Parliament draws a switched-off microphone. Gandhi also suggested that allegations of "vote chori", or vote theft, which he has raised earlier and the BJP has rejected, give BJP leaders the confidence to act as they please. Verma has given a different account. In a video statement in Hindi on X, he said he had gone to inspect the Vikas Puri Ring Road, where he found the work to be going extremely well and residents told him the road was being laid after 15 years.

He said he then invited Singh to see the work, and that Singh arrived with supporters and AAP workers and began misbehaving. Verma said the man he slapped had abused his family, and alleged that Singh, who did not get a commission, had the road dug up after it was laid and then made videos claiming corruption. He said an engineer had gone to the police station to file a complaint and that an FIR was being registered.

AAP national convener Arvind Kejriwal, a former Delhi chief minister, called for Verma's arrest. In a post on X, he said a minister in the Modi government had publicly slapped a young man for highlighting corruption in road construction. He repeated the demand in a video message and said he would visit Tilak Nagar on Monday to inspect the road himself.

The clash comes amid continuing rivalry between the BJP, which leads the Delhi government, and the AAP, which governed the capital until last year. The dispute leaves several questions unresolved. Verma's account and the AAP's allegations of corruption in the road work have not been independently verified, and reports so far do not say whether police have registered a case over the slap itself. The video shows the moments around the confrontation, but the exchange that led up to it, including the alleged abuse of Verma's family, is disputed.

The episode has also revived a broader debate about whether citizens can record public officials at work in public places, and about how elected representatives respond to criticism. Mobile phones have become a routine tool for documenting encounters with public authorities, and the video at the centre of this dispute is likely to remain a focus of political argument in the capital in the coming days.
