Delhi 10/11 Probe: NIA Confronts Shaheen Saeed at Al Falah University Amid Delhi Blast Investigation

NIA takes accused Shaheen Saeed to Al Falah University, questioning her before staff in the Delhi blast probe.

The National Investigation Agency (NIA) on Thursday escorted key accused Shaheen Saeed, a 43-year-old former doctor and alleged "Madam Surgeon" of a Pakistan-based Jaish-e-Mohammed (JeM) terror module, to Al-Falah University in Faridabad for on-site questioning in connection with the deadly car bomb blast near Delhi's Red Fort on November 10, 2025. The explosion, which killed 15 people, including the suicide bomber, and injured dozens, has been linked to a sophisticated "white-collar" terror network operating from the university campus. Saeed, a Lucknow resident who taught at the institution, was stripped of her medical license following her arrest on November 11 and is now central to the probe into the women's recruitment wing of JeM's Jamaat-ul-Mominat.

During the reconstruction exercise, NIA sleuths took Saeed to multiple locations on the sprawling campus, including Room No. 22—her former residence where several module meetings are suspected to have occurred—her personal cabin, and the classrooms where she lectured on medicine. In a dramatic move, the agency questioned her in front of university staff and faculty, probing the identities of visitors to her quarters and interactions with colleagues. She was also made to confront the vice chancellor amid allegations that the campus served as a hub for radicalization and logistics planning for the attack.

Saeed's role in the conspiracy reportedly extended to forming a cadre of "terror doctors"—medically trained operatives for the JeM network—including recruiting women and facilitating explosives handling under the guise of academic and medical activities. Sources indicate she was tasked with establishing JeM's women's wing in India, leveraging her position at Al-Falah to identify and groom potential recruits. Her co-accused and husband, Dr. Muzammil Shakeel Ganai—a Pulwama native and fellow Al-Falah professor arrested earlier—allegedly prepared improvised explosive devices (IEDs) for vehicle-borne attacks, with their 2023 nikah solemnized at a nearby mosque.

The NIA's campus visit follows raids that uncovered 2,900 kg of explosives like ammonium nitrate in Faridabad, alongside assault rifles recovered from vehicles registered in Saeed's name, including a Maruti Brezza found parked on-site from October 29 to November 10. Later in the day, Saeed was taken to Khori Jamalpur village, about 4 km from the university, where she and Ganai rented a flat from April to July 2025 under the pretext of a Kashmiri fruit business. The landlord confirmed frequent visits by Saeed, introduced as family, highlighting how the couple allegedly used civilian covers to expand the network from the university to the Mewat region.

With seven arrests so far—including Saeed, Ganai, suicide bomber Dr. Umar Nabi (another Al-Falah assistant professor), and recruiter Mufti Irfan Ahmad Wagay—the probe has revealed funding trails exceeding Rs 28 lakh funneled to the module from JeM handlers in Pakistan. The Enforcement Directorate (ED) has since conducted 25 searches linked to the university's trustees, while the institution's membership with educational bodies has been suspended. Saeed was returned to Delhi custody post-interrogation, as investigators coordinate with Jammu & Kashmir Police to dismantle the full syndicate.

The Red Fort blast, claimed by JeM as retaliation for perceived Indian actions in Kashmir, has exposed vulnerabilities in educational institutions as radicalization fronts, prompting heightened security at similar campuses nationwide. As the NIA deepens its reconstruction, Saeed's campus tour underscores the agency's determination to unravel the "white-collar" facade that masked a deadly plot, ensuring no stone—or classroom—is left unturned in pursuit of justice for the victims.
