Canada Lets Temporary Workers Study Six Months Without Separate Permit

Canada has announced a temporary measure allowing eligible foreign workers already in the country to undertake education or training for up to six months without obtaining a separate study permit. Immigration, Refugees and Citizenship Canada said the change is intended to give temporary workers greater flexibility to improve their skills while continuing to work. For Indian nationals who are already in Canada on valid work permits, the measure could make it easier to pursue short-term courses, professional training and certain licensing opportunities without going through the additional process of applying for a study permit.

Under the new measure, eligible work permit holders can study for up to six months or until their existing work permit expires, whichever comes first. The government said workers will begin receiving notifications about the policy. The flexibility is intended particularly for people seeking short-term education or training that can help them develop skills required in the Canadian labour market. The measure could be relevant to workers looking to improve their qualifications while maintaining their existing employment rather than leaving the workforce to undertake short-term training.

Canada has specifically identified areas such as skilled trades, nursing and laboratory technology as sectors where additional training could help address workforce requirements. The policy is therefore aimed not only at giving temporary workers more educational flexibility but also at supporting sectors facing labour shortages. For Indian workers, the change could provide an opportunity to pursue relevant short-term courses or training connected to their existing occupations or potential career progression. However, eligibility and the conditions attached to an individual’s work permit will remain important in determining whether a particular worker can use the measure.

The government has also clarified that the announcement does not replace Canada’s existing study-permit system. Workers who want to undertake full-time studies beyond the permitted short-term period will still need to obtain a study permit where required. The new measure applies specifically to qualifying studies or training of up to six months and does not provide temporary workers with unrestricted permission to enrol in longer academic programmes. The six-month allowance also cannot extend beyond the validity of the individual’s existing work permit, meaning a worker whose permit expires earlier would not be able to use the full six-month period.

The measure is time-limited and is scheduled to remain in effect until December 31, 2027. Canada has emphasised that the policy should not be interpreted as a new immigration pathway for foreign workers or as a new route for people outside the country to enter Canada. It does not automatically change a worker’s immigration status, create a new work-permit route or provide a pathway to Canada for applicants who do not already hold eligible status. Instead, it is designed to remove an administrative requirement for qualifying workers who are already in Canada and want to pursue short-term education or training.

The announcement forms part of Canada’s broader effort to balance workforce requirements with its plans to manage the size of the country’s temporary population. The government has said it remains committed to reducing the temporary population to less than 5% of Canada’s total population by the end of 2027, while continuing to respond to labour shortages. For Indians already working in Canada, the new flexibility could therefore be useful for gaining additional skills or completing short-term training, but it should not be viewed as a new immigration opportunity. Workers considering a course will need to ensure that they meet the eligibility conditions and that their studies remain within the permitted period and the validity of their work permit.
