August Hanning Arrested Over Suspected Espionage And Attempted Treason In Germany
Former spy chief arrested over espionage allegations.
Germany’s former foreign intelligence chief August Hanning was arrested on Tuesday on suspicion of espionage and attempted treason, federal prosecutors said, in a case involving allegations that sensitive information was intended to be passed to foreign intelligence services. Hanning, who headed Germany’s Federal Intelligence Service (BND) from 1998 to 2005, is accused of offences including “attempted treason” and “espionage”. The arrest represents a significant development because of Hanning’s former position at the top of Germany’s foreign intelligence apparatus and the access to sensitive state information associated with the role.
Prosecutors also announced the arrest of Hanning’s former chief of staff, identified partly as Manfred D., on suspicion of aiding and abetting attempted treason and treasonous espionage. Authorities carried out searches at premises connected to both men at several locations, including Berlin. The investigation is focused on allegations concerning the handling and transfer of confidential information and whether material connected to German national security was made available to foreign intelligence services.
According to federal prosecutors, Manfred D. had a particularly long association with Germany’s intelligence leadership. After serving as Hanning’s chief of staff, he reportedly continued in the same role under Hanning’s successors between 2012 and 2026. Prosecutors allege that this position gave him access to confidential information, which he subsequently passed to Hanning in return for payment. The allegations are at the centre of the investigation and will have to be examined through the German judicial process.

Hanning’s tenure at the BND ran from 1998 to 2005, a period that included major changes in Germany’s intelligence and national-security environment following the September 11, 2001 attacks and the subsequent expansion of international counterterrorism operations. The BND is Germany’s foreign intelligence agency and is responsible for collecting and assessing information from abroad that is relevant to the country’s security and foreign policy. Its work involves highly sensitive information, making the protection of intelligence sources, methods and classified material a central concern.
The arrest of a former senior intelligence official is therefore likely to draw particular attention to questions surrounding the protection of classified information and the handling of sensitive material by people with longstanding access to Germany’s security establishment. Prosecutors have not publicly detailed all the information allegedly targeted or identified the foreign intelligence services that were purportedly involved. The investigation will determine the circumstances surrounding the alleged transfer of information, the nature of any foreign contacts and the extent of the roles allegedly played by Hanning and Manfred D. As searches continue at locations linked to the two men, the case is expected to remain under close scrutiny while German authorities investigate the espionage and treason allegations.
