Assam Passes Landmark Act to Reform Higher Education Governance

The Assam Legislative Assembly has passed the Assam State Higher Education Council (ASHEC) Act, 2026, introducing a new framework aimed at strengthening the planning, governance and quality of higher education across the state. The legislation establishes the Assam State Higher Education Council as the apex body responsible for overseeing higher education institutions and supporting long-term academic development. Assam Education Minister Ranoj Pegu shared the key features of the new law through a post on X following its passage.

Under the new Act, the Assam State Higher Education Council will coordinate with universities and colleges to improve academic standards, enhance institutional performance and facilitate the implementation of higher education policies. The council is expected to serve as the central advisory and coordinating body for the state's higher education sector, helping institutions align with evolving educational priorities and national policy objectives.

A key provision of the legislation is the introduction of the State Higher Education Plan (SHEP), which is intended to provide a long-term roadmap for the development of higher education in Assam. The plan will enable the government to make policy decisions based on data, institutional requirements and future educational needs. Officials believe this structured planning mechanism will support more effective allocation of resources and improve the overall functioning of higher education institutions.

The ASHEC is also expected to promote collaboration among universities, colleges and government agencies to ensure greater consistency in academic governance. The legislation forms part of Assam's broader efforts to modernise its education sector and establish a governance framework that supports sustainable institutional growth. Through regular monitoring, policy guidance and strategic planning, the council is expected to assist educational institutions in enhancing academic excellence while responding more effectively to changing educational and workforce requirements.

With the passage of the Assam State Higher Education Council Act, 2026, the state has laid the foundation for a more coordinated and data-driven approach to higher education governance. The creation of the ASHEC and the implementation of the State Higher Education Plan are expected to play a significant role in improving academic standards, institutional accountability and long-term educational planning, while supporting the continued development of universities and colleges across Assam.
