Amit Shah Unveils New 360-Degree Plan Against Organised Crime at Anti-Terror Conference 2025

Union Home Minister Amit Shah on Friday asserted that India’s security forces have delivered a strong and decisive response to Pakistan-backed terrorism through their investigation into the April 22 Pahalgam terror attack. He made the remarks while inaugurating the Anti-Terrorism Conference 2025, organised by the National Investigation Agency (NIA) in New Delhi.
Addressing senior security officials, Shah announced that the government will soon roll out a “360-degree attack on organised crime,” describing it as a key pillar of India’s zero-tolerance policy towards terrorism. He said new and integrated databases would play a critical role in strengthening intelligence-led operations across the country.
The Home Minister emphasised the growing importance of technology in counter-terrorism efforts, stating that advanced data analysis has become an essential companion to India’s security apparatus. He highlighted the need for a unified “Team India” approach and a common Anti-Terrorism Squad (ATS) structure across states to effectively dismantle terror networks.

During the event, Shah unveiled the NIA’s updated crime manual and launched two major digital initiatives—an e-database of weapons and a comprehensive database mapping organised crime networks. He said these resources should become core assets in the fight against terror and criminal syndicates.
Shah urged Directors General of Police across states to implement the new database framework in both letter and spirit. He noted that improved coordination and communication among platforms such as the DGP Conference, Security Strategy Conference, N-CORD meetings, and the Anti-Terrorism Conference have set new standards in internal security management.
Concluding his address, the Home Minister stressed that these forums must not function in isolation but as interconnected pillars of India’s security strategy. He reaffirmed the government’s commitment to Prime Minister Narendra Modi’s vision of zero tolerance for terror, stating that proactive planning and cooperation are crucial to staying ahead of emerging threats.
