CM Rekha Gupta Issues Flood Control Plan And Appoints Nodal Officers Ahead Of Rains

Chief Minister Rekha Gupta on Wednesday reviewed Delhi’s monsoon preparedness and flood control arrangements, issuing the “Flood Control Order-2026” and directing departments to strengthen coordination, accountability, and on-ground response mechanisms ahead of the rainy season. The review was conducted during a meeting of the apex committee at the Delhi Secretariat, where the Chief Minister assessed preparedness across key agencies responsible for drainage, infrastructure, disaster response, and civic maintenance.

The meeting focused on mitigating risks associated with urban flooding and waterlogging, which are recurring challenges during the monsoon in the capital. The newly issued Flood Control Order-2026 has been framed as a comprehensive guideline document for all concerned departments. It includes operational details such as drainage network management, river embankment monitoring, pumping station functioning, deployment of emergency machinery, and updated contact information for control rooms to ensure rapid coordination during crises.

A key directive issued by the Chief Minister mandates the appointment of a nodal officer for every identified waterlogging-prone location across Delhi. These officers will be assigned clearly defined responsibilities, with direct accountability in case of failure to manage water accumulation or respond effectively during flooding incidents. Gupta further instructed all departments to keep field teams on high alert and ensure readiness for emergency situations throughout the monsoon period.

She also emphasised the need for coordinated evacuation planning in vulnerable areas, directing authorities to make adequate arrangements for the safe relocation of residents if required during flood-like conditions. In addition, the Public Works Department (PWD) and other civic agencies have been instructed to conduct thorough inspections of all permanent pump houses. The Chief Minister also called for the deployment of mobile pumping units in identified waterlogging hotspots to ensure quick drainage of accumulated rainwater and prevent traffic disruption.

Officials present at the meeting said the focus of the new framework is to shift from reactive responses to a more preventive and accountable system of flood management. The administration is expected to monitor compliance closely as the monsoon progresses, with periodic reviews planned to assess ground-level implementation of the directives.
