The US Commission on International Religious Freedom (USCIRF) has called for sanctions against the Rashtriya Swayamsevak Sangh (RSS) and urged the American government not to extend high-level diplomatic courtesies to its leaders. The remarks come ahead of RSS chief Mohan Bhagwat's planned visit to the United States, where he is scheduled to participate in an event in New York later this month. The intervention has brought renewed attention to Washington's continuing debate over religious freedom and minority rights in India. USCIRF chair Asif Mahmood alleged that Prime Minister Narendra Modi is a member of the RSS and described the organisation as an umbrella body whose affiliated groups have been accused of attacks against religious minorities.

Mahmood's comments reflect the commission's longstanding concerns about religious freedom conditions in India. The USCIRF is a US government-funded but independent advisory body that makes recommendations to the executive and legislative branches on religious freedom issues around the world. The comments were made weeks before Bhagwat's scheduled appearance at the 'Universal Oneness Celebrations', an event being organised by American Hindus for Engagement and Dialogue (AHEAD) in New York on August 29. Bhagwat's planned visit has attracted attention because of his position as head of the RSS, a major Hindu nationalist organisation in India.

The event is expected to bring together members of the Indian-American community and others interested in Hindu cultural and spiritual affairs. USCIRF Commissioner Gene Mills said RSS leaders should not receive high-level meetings or diplomatic courtesies from the US government, even when they are affiliated with or connected to Indian government officials. His remarks amounted to a call for Washington to maintain distance from the organisation and its senior representatives. The commission has previously used its recommendations to press the US government to consider sanctions and other measures against individuals or organisations it believes are involved in serious religious freedom violations.

The RSS has historically described itself as a cultural organisation focused on social service, discipline and the promotion of Hindu values. Critics, however, have accused the organisation and some groups associated with the broader Sangh Parivar network of contributing to religious polarisation and discrimination against minorities. The Indian government and supporters of the RSS have rejected allegations that the organisation represents a threat to religious minorities, while debates over its political and social influence remain contentious. The latest USCIRF comments are also significant in the context of broader US-India relations. Washington and New Delhi have developed closer strategic ties in areas including defence, technology, trade and regional security.

At the same time, human rights and religious freedom issues have periodically generated criticism from US lawmakers, rights organisations and advisory bodies. The US government has to balance those concerns with its wider diplomatic and strategic relationship with India. Bhagwat's upcoming visit therefore comes at a politically sensitive moment. His participation in the New York event is expected to draw attention not only from supporters of the RSS and sections of the Indian-American community but also from critics concerned about the organisation's ideological and political influence. The USCIRF's intervention has added an international dimension to those debates by explicitly calling for sanctions and restrictions on official engagement. The commission's recommendations, however, do not automatically translate into US government policy.

USCIRF is an advisory body, and decisions regarding sanctions, diplomatic engagement or restrictions are ultimately taken by the relevant US government authorities. The remarks nevertheless underline the extent to which the RSS and questions surrounding religious freedom in India remain subjects of scrutiny in Washington. As Bhagwat's August 29 New York appearance approaches, the controversy is likely to keep attention focused on the RSS's international outreach and its engagement with the Indian diaspora. The USCIRF's call for sanctions and its warning against diplomatic courtesies represent a strong position from the advisory body, while the broader debate over the organisation's role and India's religious-freedom record continues to remain politically sensitive.
