Revanth Reddy Meets Sitharaman, Seeks FRBM Exemption for Telangana Education Projects

Telangana Chief Minister A Revanth Reddy met Union Finance Minister Nirmala Sitharaman in Parliament on Tuesday to request exemption of education-related borrowings from Fiscal Responsibility and Budget Management limits. The appeal focuses on substantial investments planned to transform the state's education infrastructure, particularly benefiting students from Backward Classes, Scheduled Castes, Scheduled Tribes, and minority communities, who constitute a significant portion of the population.

The Chief Minister highlighted the ambitious Young India Integrated Residential Schools project, under which facilities are being established in 105 Assembly constituencies. Each school is designed to accommodate 2,560 students from Classes 5 to 12, equipped with modern amenities, laboratories, and stadiums. These institutions are projected to directly serve approximately 2.70 lakh students while functioning as educational hubs to support surrounding government schools, extending benefits to additional lakhs of learners.

Revanth Reddy outlined the financial requirements, estimating Rs 21,000 crore for constructing the 105 residential schools. An further Rs 9,000 crore would be allocated for upgrading laboratories, infrastructure in junior colleges, degree colleges, technical institutions, and other higher education facilities. Collectively, these initiatives demand an investment of Rs 30,000 crore to achieve comprehensive advancement in the education sector.

The Chief Minister proposed raising funds through a dedicated Special Purpose Centre for the integrated schools and sought to exclude these borrowings from FRBM constraints. He emphasized that such expenditures should be regarded as strategic investments in human resource development rather than routine fiscal burdens, underscoring their long-term societal and economic value.

Union Finance Minister Nirmala Sitharaman commended the Telangana government's commitment to bolstering education and expressed appreciation for the residential schools initiative. She requested detailed information about the proposed Special Purpose Centre. The meeting was attended by Members of Parliament Mallu Ravi, Suresh Shetkar, Chamala Kiran Kumar Reddy, and Mandadi Anil Kumar.
