Noida Student Served Rs 5 Lakh Peace-Bond Notice Over Protest, Order Later Revoked

A Gautam Buddha University student was issued a notice seeking a personal bond of Rs 5 lakh after police alleged that he encouraged fellow students to participate in a protest at Delhi’s Jantar Mantar. The notice, issued as a preventive measure, was later revoked by police after the matter came to the attention of senior authorities. The development has triggered criticism from student groups and others who questioned the action against the student.

The student, Akshat Tripathi, denied the allegations and said he had attended the protest peacefully. He also claimed in a video circulated on social media that he was not attending university classes because the institution had remained closed for nearly three months. Tripathi further alleged that he was injured during police action when protesters marched towards Parliament during the demonstration.

The notice was issued by the Office of the Executive Magistrate, Third, Greater Noida Commissionerate, under provisions of the Bharatiya Nagarik Suraksha Sanhita. Proceedings had been initiated under Sections 126 and 135, with police alleging that Tripathi was encouraging university students to participate in the protest. Authorities also claimed that he was circulating information they described as anti-government and misleading.

According to the police report, Tripathi’s alleged activities could create tensions on the university campus and potentially lead to clashes or a disturbance of public order. The notice sought an undertaking that he would maintain peace for six months through a personal bond of Rs 5 lakh, along with two sureties of the same amount from local solvent persons. Such a peace-bond proceeding is preventive in nature and does not itself establish guilt or constitute a punishment.

Police at the Ecotech-1 station later said the notice had been revoked after the matter was brought to the attention of the concerned authorities. The development came amid criticism from the Students’ Federation of India, which described the action as repressive and questioned the use of preventive proceedings against a student for participating in a protest.

CJP co-convenor Saurav Das also criticised the action and said the organisation would oppose any attempt to target students over participation in its protests. He referred to a recent Supreme Court order while arguing that protesters should not face legal action merely for participating. The authorities’ decision to revoke the notice has brought the immediate proceedings against Tripathi to an end, while questions remain over the police allegations and the circumstances that led to the notice.
