Bihar NDA expands Cabinet, assigns portfolios; Nishant Kumar becomes Health Minister in major reshuffle.
A major political development unfolded in the state of Bihar on Thursday as the National Democratic Alliance (NDA) government led by Chief Minister Samrat Choudhary carried out a large-scale Cabinet expansion at Gandhi Maidan in Patna. In a high-profile swearing-in ceremony attended by top national and state leaders, 32 ministers took oath of office and secrecy, marking one of the most significant reshuffles in the state’s recent political landscape.
Following the oath ceremony, the allocation of portfolios was formally announced. One of the most notable appointments was that of Nishant Kumar, who has been assigned the Health Ministry, a move seen as politically significant within the JD-U framework. The decision is being viewed as an attempt to signal generational change and expand the leadership base within the ruling alliance ahead of upcoming electoral challenges.
Several key departments were redistributed among senior ministers. Former Deputy Chief Minister Vijay Kumar Sinha has been given the Agriculture portfolio, while Ram Kripal Yadav has been moved to the Cooperation Department. Nitish Mishra has been entrusted with Urban Development and Housing as well as Information Technology, and Dilip Kumar Jaiswal has taken charge of Revenue and Land Reforms. Other important allocations include Engineer Shailendra heading Road Construction and Bullo Mandal handling the Energy Department.

Chief Minister Samrat Choudhary has retained control over several core and strategic portfolios, including Home, General Administration, Cabinet Secretariat, Vigilance, Election, and Civil Aviation. Officials said these departments remain critical to governance and policy coordination in the state. Senior JD-U leader Vijay Kumar Choudhary has been given Water Resources and Parliamentary Affairs, while Bijendra Prasad Yadav will oversee Finance and Commercial Taxes, both considered crucial for fiscal management and legislative coordination.
Other ministers have also been assigned important responsibilities across governance sectors. Shravan Kumar has been given Rural Development and Information and Public Relations, while Leshi Singh has been made in charge of Building Construction. Officials noted that the restructuring reflects an effort to balance administrative efficiency with political representation across regions and communities in the state.
The Cabinet expansion has also been interpreted as a strategic political move ahead of upcoming Bihar Assembly elections. Out of the 32 ministers inducted, 15 are from the Bharatiya Janata Party (BJP) quota, 13 from JD-U, and the remaining positions distributed among alliance partners including the Lok Janshakti Party (Ram Vilas), Hindustani Awam Morcha, and Rashtriya Lok Morcha led by Upendra Kushwaha. Political observers say the reshuffle reflects careful balancing of caste and coalition equations while projecting leadership renewal within the NDA alliance.
