Manipur Police Register 58 FIRs For Cognisable Offences Reported Along NH-202 In Ukhrul

Manipur Police have registered 58 First Information Reports (FIRs) involving cognisable offences along National Highway 202 in Ukhrul district since clashes between Kuki and Naga communities began in February 2026, according to a status report submitted before the Manipur High Court. The report was filed on August 25 in connection with a public interest litigation seeking measures to ensure safe and uninterrupted movement of civilians and vehicles carrying essential supplies along the highway. The district police said NH-202 is a crucial economic and supply route for Ukhrul and neighbouring Kamjong districts, connecting them with Imphal.

According to the status report, authorities have been taking legal and operational measures to prevent road blockades, maintain public safety and facilitate the movement of vehicles along the highway. “All cognisable offences reported along NH-202 (Mahadev-T M Kasom stretch as mentioned by the petitioner) have been registered promptly at Litan Police Station,” the report said. It added that 58 FIRs had been registered since the onset of the conflict on February 8, 2026. The cases relate to incidents involving cognisable offences reported along the specified stretch of the highway. Two of the cases have been transferred to the National Investigation Agency (NIA), according to the police report.

One of those cases involves victims from the Kuki community, while the other concerns victims from the Tangkhul community. Police said due process was underway to determine whether additional cases should also be referred to the central investigating agency. The security arrangements along NH-202 have also been strengthened to protect civilians and ensure the movement of essential supplies. According to the police, two companies of the Central Reserve Police Force (CRPF), nine companies of the Border Security Force (BSF), eight columns of the Army and Assam Rifles, along with personnel from the Manipur Rifles, have been deployed in the area. Security forces are conducting road-opening operations and area-domination exercises along the highway, while also providing escorts for civilians and vehicles transporting essential commodities.

These measures are intended to reduce security risks and allow traffic to move through areas affected by the continuing tensions and previous incidents of violence. The police told the court that the district administration and police recognise NH-202 as a “vital economic and supply lifeline” for Ukhrul and Kamjong. Maintaining access to the highway is particularly important for the movement of food, other essential commodities and civilians between the districts and Imphal. Authorities said their measures were aimed at preventing disruptions and ensuring public safety. The status report was submitted as part of proceedings relating to a PIL seeking directions for safe and uninterrupted movement along NH-202.

The petition has brought attention to the difficulties faced by civilians and vehicles using the highway amid the security situation. Police said they were continuing to implement legal and operational measures to keep the route accessible. The report also comes against the backdrop of continued violence in parts of Manipur. Police said at least 20 people have been killed in various incidents of firing in Ukhrul and Kangpokpi districts since February this year. The deaths underline the broader security challenges facing the region and the importance of maintaining secure transportation routes.

Police said they remain committed to upholding the rule of law, protecting fundamental rights and ensuring impartial investigations into all registered cases. The registration of the FIRs, deployment of security personnel and transfer of selected cases to the NIA form part of the authorities' ongoing response to incidents along the highway. The situation along NH-202 remains closely linked to the wider security environment in Manipur. With dozens of cases registered since the conflict began and security forces deployed to facilitate movement, authorities face the continuing challenge of keeping the highway open while investigating offences and protecting civilians travelling through the affected areas.
