Madhya Pradesh Sets Up Judicial Panel To Investigate Bargi Dam Tragedy

The Madhya Pradesh government has constituted a judicial inquiry into the Bargi Dam boat tragedy that took place on April 30 in Jabalpur district, which resulted in the deaths of 13 people. The decision comes amid growing concerns over safety standards in state-run water tourism operations. A one-member commission has been appointed to conduct a detailed investigation into the incident and submit its findings within three months of the official notification in the state gazette.

The inquiry panel will be headed by retired High Court judge Sanjay Dwivedi, who has been entrusted with examining all aspects of the accident. The commission will look into the exact causes behind the capsizing of the cruise boat and assess whether operational negligence or technical failure contributed to the tragedy. It will also review compliance with safety norms by the agencies involved in managing the water activity.

The accident involved a cruise boat operated by the Madhya Pradesh Tourism Department, which capsized in Bargi Dam while carrying passengers. According to officials, 13 people lost their lives in the incident, including women and children, while 28 others were successfully rescued through emergency response efforts. The sudden nature of the mishap raised serious questions about preparedness and safety measures at the site.

Apart from determining the cause of the accident, the commission will also evaluate whether adequate rescue and relief operations were carried out at the time of the incident. It will examine the response time of authorities, availability of emergency equipment, and coordination between rescue teams. The panel has also been given the responsibility of fixing accountability on individuals or departments found responsible for lapses.

The judicial body has further been tasked with recommending long-term safety reforms for water-based tourism activities in the state. This includes suggesting mandatory inspection, audit, and certification mechanisms for boats and cruises under the Inland Vessels Act, 2021, along with adherence to NDMA Boat Safety Guidelines, 2017. The commission will also propose Standard Operating Procedures (SOPs) for operations and maintenance to prevent future mishaps.

In addition, the panel is expected to recommend the establishment of Quick Response Teams at all major water tourism locations across Madhya Pradesh. These teams would be responsible for immediate action during emergencies, ensuring faster rescue operations and better coordination. The government hopes that the inquiry and its recommendations will lead to stricter safety enforcement and improved disaster preparedness in the state’s tourism sector.
