FBI Nabs Top Fugitive in India for Son’s Murder
Cindy Rodriguez Singh faces capital murder charges
The FBI has apprehended Cindy Rodriguez Singh, a 40-year-old woman on its 'Ten Most Wanted Fugitives' list, in India for the alleged murder of her six-year-old son, Noel Rodriguez-Alvarez. FBI Director Kash Patel announced the arrest on X on Wednesday, August 20, marking it as the fourth such capture in seven months. The operation, coordinated with Texas law enforcement, the US Justice Department, and Indian authorities via INTERPOL, saw Singh extradited to the US for prosecution.
Singh, originally from Dallas, Texas, is accused of killing Noel, who had severe developmental disorders, chronic lung disease, and bone density issues. The case surfaced in March 2023 when a welfare check in Everman, Texas, revealed Noel, last seen in October 2022, was missing. Singh falsely claimed he was with his biological father in Mexico. Two days later, on March 22, 2023, she fled to India with her husband, Arshdeep Singh, and six other children, leaving Noel behind. Evidence, including a cadaver dog alerting to a carpet and a concrete patio at their home, pointed to foul play, though Noel’s body remains unfound.
Charged in October 2023 with capital murder and unlawful flight to avoid prosecution, Singh faces life imprisonment if convicted. The FBI had raised the reward for her capture from $25,000 to $250,000 in July 2025. “This arrest sends a message: no one escapes justice,” Patel stated, crediting the Trump administration’s support. Singh will be handed over to Texas authorities to face charges of 'Capital Murder of a Person Under 10 Years of Age' and 'Unlawful Flight to Avoid Prosecution.'
