The Central Bureau of Investigation executed a precise operation at Bhubaneswar airport on Thursday, apprehending Dwibendu Moharana moments after he disembarked from a flight returning from the United Arab Emirates, where he had been in hiding since May to evade arrest in a high-profile international cyber fraud case targeting Japanese citizens.

Moharana is accused of being the central architect of VoIP Connect Pvt Ltd, a sophisticated illegal call centre operating out of Noida that systematically impersonated legitimate technical support representatives of globally recognized multinational corporations, employing advanced social engineering tactics to convince victims their devices were infected with critical threats requiring immediate payment for resolution.

His identity surfaced prominently during coordinated CBI raids on May 28 across 19 locations spanning Delhi, Haryana, and Uttar Pradesh, which exposed the fraudulent setup, recovered incriminating digital evidence, and resulted in the immediate arrest of six operatives—prompting Moharana to flee India just 24 hours later under the cover of night.

This high-stakes arrest forms a pivotal milestone in Operation Chakra-V, the CBI’s ongoing multinational initiative to dismantle cross-border cybercrime syndicates, with Moharana now secured in Delhi under a three-day police custody remand granted by a special CBI court to enable detailed interrogation and reconstruction of the fraud network’s financial trails.

The breakthrough was made possible through seamless international cooperation with Japan’s National Police Agency and Microsoft Corporation’s cybersecurity division, whose forensic analysis and victim data sharing were instrumental in tracing the scam’s origins; to date, seven individuals including Moharana have been arrested, with comprehensive charge sheets filed against each, effectively crippling the syndicate’s ability to launch further attacks on vulnerable overseas populations.
