Assam Civil Service Officer Arrested For Disproportionate Wealth, Rs 1.92 Crore Seized
ACS officer Nupur Bora was held for illegal land dealings, and massive cash and jewellery were recovered.
Authorities in Assam arrested Nupur Bora, a 2019-batch Assam Civil Service (ACS) officer, on Monday for allegedly amassing wealth disproportionate to her known sources of income. The Chief Minister's Special Vigilance Cell conducted coordinated raids at her Guwahati residence, recovering Rs 92 lakh in cash and jewellery valued at nearly Rs 1 crore. An additional Rs 10 lakh in cash was seized from her rented accommodation in Barpeta district. Bora, a Golaghat native currently serving as a circle officer in Kamrup district's Goroimari revenue circle, was placed under arrest following the discoveries, which highlighted potential corruption in land dealings.
The Vigilance Cell's operations extended to Bora's alleged aide, Lat Mandal Surajit Deka, a revenue circle employee in Barpeta, where officials raided his residence as part of the probe. Chief Minister Himanta Biswa Sarma revealed that Bora had been under surveillance for the past six months due to complaints linking her to controversial land transactions. "This officer had transferred Hindu land to suspicious individuals in exchange for money when she was posted in the Barpeta revenue circle," Sarma stated, underscoring the state's commitment to rooting out graft. The allegations point to a pattern of illicit exchanges in revenue administration, prompting swift enforcement action.
Assam's revenue circles, particularly in minority-dominated regions, have faced scrutiny for systemic corruption, as noted by Sarma during a public address. The Chief Minister emphasised that such practices undermine public trust and equitable land distribution, vowing intensified vigilance to safeguard vulnerable communities. Bora's case exemplifies broader challenges in the state's administrative framework, where revenue officers wield significant authority over land records and allocations. The recovered assets, totalling over Rs 2 crore, will undergo forensic examination to trace their origins and potential links to embezzlement.

The arrest marks a significant step in Assam's anti-corruption drive under Sarma's administration, which has prioritised transparency in governance since 2021. Similar probes have targeted other officials in recent years, reflecting a zero-tolerance policy amid rising public demands for accountability. As investigations continue, the Vigilance Cell is expected to delve deeper into Bora's financial trails and Deka's involvement, potentially uncovering a network of irregularities. This development serves as a cautionary tale for public servants, reinforcing that accountability remains paramount in serving the state's diverse populace.
