Arunachal Pradesh Moves To Scrutinise ST Certificates, Crack Down On Infiltration

The Arunachal Pradesh government has decided to constitute four high-powered committees to examine key issues related to Arunachal Pradesh Scheduled Tribe (APST) certificates, non-APST offspring, the Inner Line Permit (ILP) framework, and illegal infiltration in the state. Chief Minister Pema Khandu announced the decision following consultations with various stakeholders and community organisations.
According to the chief minister, the formation of the committees was agreed upon after discussions with the Arunachal Indigenous Tribes Forum (AITF), All Arunachal Pradesh Students' Union, community-based organisations, the ST Bachao Andolan Committee, government officials and legal experts. The committees will study the concerns raised by indigenous groups and recommend measures to address them.
The four committees will focus on the re-verification of APST certificates, issues concerning non-APST offspring, strengthening the ILP framework and reviewing the ILP Guidelines 2026, as well as tackling illegal infiltration. The government said these subjects have emerged as major concerns among tribal communities seeking stronger safeguards for their rights and identity.

The committees have been directed to submit their recommendations within six months. However, the government indicated that the timeline could be extended if additional field studies, stakeholder consultations or detailed assessments are required before finalising the reports.
In a related move, the state government has also announced plans to establish a dedicated department for the ILP system. The proposed department is expected to strengthen enforcement mechanisms and improve monitoring of the permit regime, which regulates the entry of non-residents into the state.
The decision follows a series of consultations between the government and stakeholders, including an eight-hour meeting chaired by Khandu on May 27 and another consultative session at the civil secretariat. Indigenous groups have long demanded stronger implementation of the ILP system and resolution of concerns surrounding tribal identity, demographic changes and the status of different communities in Arunachal Pradesh.
