Zelensky Supports US Bill Targeting Russia Trade With Heavy Tariff Threat
Zelensky backs sanctions bill with tariff risks.
Ukrainian President Volodymyr Zelensky has thanked US senators for advancing a bipartisan Russia sanctions bill that seeks to increase economic pressure on Moscow over its invasion of Ukraine. The legislation, which could impose 100% tariffs on countries continuing major trade ties with Russia, including India and four other nations, cleared a key procedural hurdle in the US Senate. Zelensky, who was visiting Washington, attended the Senate proceedings from the gallery and observed lawmakers vote on the measure. The bill advanced after senators voted 86-12 in favour of moving forward with debate, marking a significant step towards possible passage of tougher sanctions against Russia.
Following the vote, Zelensky praised the senators behind the legislation, describing it as a “very important” measure and a strong signal of support for Ukraine. He said Kyiv was grateful for the bipartisan backing and stressed that increasing sanctions pressure on Russia remained essential to limiting Moscow’s ability to continue the war. The sanctions bill, championed by the late Republican Senator Lindsey Graham, aims to strengthen economic restrictions on Russia by targeting countries that continue significant commercial engagement with Moscow. If enacted, the proposed measures could affect nations that purchase Russian energy and other commodities by imposing steep tariffs on their exports to the United States.
India, along with several other countries, could face the risk of additional tariffs under the legislation due to its continued imports of Russian energy. New Delhi has maintained that its energy purchases are based on national interests and efforts to secure affordable supplies for its growing economy. The proposed sanctions come as Washington continues efforts to pressure Russia following its full-scale invasion of Ukraine. US lawmakers supporting the bill argue that stronger economic measures are needed to encourage Moscow to seek a resolution to the conflict and reduce revenues that support its military operations. Zelensky’s presence in Washington during the Senate vote highlighted Ukraine’s ongoing diplomatic efforts to secure stronger international backing.

The Ukrainian leader has repeatedly urged allies to increase economic and political pressure on Russia while seeking continued military and financial assistance. The Senate vote reflected broad bipartisan support for taking a tougher approach towards Russia, although some lawmakers raised concerns about the possible impact of secondary tariffs on US allies and global trade relationships. Critics have warned that such measures could create economic challenges for countries that maintain strategic relationships with both Washington and Moscow. The bill’s progress comes amid wider debates over how the United States should balance sanctions policy with diplomatic and economic considerations.
Supporters argue that targeting countries supporting Russia economically could weaken Moscow’s ability to sustain its war effort, while opponents caution that broad trade penalties could affect international partnerships. The legislation still needs to move through further stages in Congress before it can become law. If approved, it would represent one of the strongest attempts by the United States to expand economic pressure on Russia and countries maintaining close trade links with Moscow. For Ukraine, the Senate vote was viewed as a significant diplomatic victory. Zelensky said the measure represented not only an economic step but also a moral message demonstrating continued international opposition to Russia’s actions.
