PM Modi Describes Indian Ocean As ‘Ocean Of Opportunity’ Amid Nine India-Seychelles Pacts
India and Seychelles sign nine pacts as PM Modi outlines maritime vision.
India and Seychelles have strengthened their strategic partnership by signing nine agreements, including an extradition treaty and an umbrella Line of Credit worth ₹1,250 crore between the Government of Seychelles and the Export-Import Bank of India. The agreements were concluded during bilateral talks between Prime Minister Narendra Modi and Seychelles President Patrick Herminie in New Delhi, marking a significant expansion of cooperation across multiple sectors.
Prime Minister Narendra Modi described the Indian Ocean as an “ocean of opportunity,” stressing that maritime security and economic prosperity must advance together through mutual trust and cooperation. Speaking after the talks, Modi said that the Indian Ocean is a shared space whose stability depends on collective responsibility. He highlighted that this approach forms the core of India’s MAHASAGAR vision, which emphasizes mutual and holistic advancement for security and growth across regions.
The agreements signed between the two countries span defence, maritime security, agriculture, health, space cooperation, digital infrastructure, capacity building, and connectivity. A key highlight was the extradition treaty aimed at strengthening joint efforts to combat cross-border crime. Additional pacts focus on cooperation in the Blue Economy, recognition of seafarers’ certification, and collaboration in peaceful space applications and institutional training between the Sushma Swaraj Institute of Foreign Service and Seychelles’ foreign ministry.

Economic cooperation also featured prominently, with discussions on a proposed USD 175 million special package for Seychelles and enhanced investment and connectivity initiatives. Digital infrastructure development was another focus area, with the NPCI International Payments Ltd partnering with the Central Bank of Seychelles to strengthen digital payments systems. India also agreed to share its expertise in digital public infrastructure to support Seychelles’ development priorities.
During the visit, Modi received a ceremonial welcome at the State House and was conferred Seychelles’ highest honour for foreign dignitaries, the “Guardian of the Blue Horizon,” in recognition of his contributions to sustainability, climate action, and ocean governance. The visit coincides with the 50th anniversary of diplomatic relations between India and Seychelles and the Golden Jubilee of Seychelles’ independence. Modi will also attend the National Day celebrations as Guest of Honour, underscoring the growing depth of bilateral engagement.
