Odisha Government Inks MoC To Promote Clean Energy Investments

State targets renewable investments through new clean energy partnership.

The Odisha government on Friday signed a Memorandum of Cooperation (MoC) with Japan's IHI Corporation and Gurugram-based ACME Group to promote investments in clean energy, advanced manufacturing, and industrial development. The agreement is expected to pave the way for large-scale green energy projects worth approximately Rs 67,000 crore, reinforcing Odisha's position as a major destination for sustainable industrial investment.

According to the Chief Minister's Office (CMO), the MoC reflects a shared commitment between the Odisha government, IHI Corporation, and ACME Group to explore opportunities for establishing clean energy and industrial projects by leveraging the state's natural resources, industrial ecosystem, and investor-friendly policies. The collaboration is expected to facilitate technology transfer, accelerate sustainable industrialisation, and generate significant employment while strengthening Odisha's role in India's clean energy transition.

The proposed investment package includes several major projects. A 0.4 million tonnes per annum (MTPA) green ammonia plant is planned at Gopalpur–Tata SEZ with an investment of Rs 20,000 crore, expected to create around 3,400 jobs. The project will also include a jetty-less floating terminal infrastructure with an additional investment of Rs 1,000 crore. Another 0.8 MTPA green ammonia facility is proposed at Paradip with an investment of Rs 34,000 crore and an estimated employment potential of 3,600 people. In addition, a methanol production project involving an investment of Rs 12,000 crore has also been proposed.

The agreement was signed during an interaction with Japanese business delegates attended by Chief Minister Mohan Charan Majhi, Industries Minister Sampad Chandra Swain, senior state government officials, representatives of the World Bank Group, and industry leaders from India and Japan. The Japanese delegation included executives from IHI Corporation, Mitsubishi Gas Chemical Company, and other leading enterprises, alongside officials from the Embassy of Japan and representatives from ACME Group.

The business interaction focused on expanding economic cooperation between Odisha and Japan across sectors such as green hydrogen, green ammonia, renewable energy, advanced manufacturing, aerospace, shipbuilding, steel, chemicals, logistics, and industrial infrastructure. Addressing the gathering, Chief Minister Majhi described Japan as one of India's most trusted investment partners and said the agreement marks a significant milestone in Odisha's industrial growth. He invited more Japanese companies to invest in the state, stating that such collaborations would promote technology transfer, create quality employment, and contribute to the state's long-term development goals under the 'Samruddha Odisha 2036' vision and the national objective of 'Viksit Bharat 2047'.
