India Weighs $1 Billion Incentive Plan For Private Electric Buses And Trucks

Government weighs incentives for private electric vehicles.

The Indian government is considering a subsidy programme worth more than $1 billion to encourage private operators to adopt electric buses and trucks as part of a broader push to reduce dependence on fossil fuels and strengthen energy security. According to people familiar with the discussions, the proposed plan would primarily target India’s privately owned commercial vehicle sector over the next decade.

The scheme is expected to focus heavily on inter-city bus operators, who could receive the largest share of incentives under the proposed framework. Officials are reportedly preparing consultations with the Prime Minister’s Office and industry stakeholders later this month to finalise details related to funding allocation, eligible vehicle categories and the structure of subsidies. The proposal remains under discussion and key provisions could still change before formal approval.

The initiative comes amid growing concern over India’s vulnerability to global energy shocks following disruptions linked to tensions in the Middle East. India imports nearly 90 percent of its crude oil requirements, making the economy highly sensitive to fluctuations in international oil prices and supply disruptions. Rising fuel costs have also increased concerns about imported inflation and transport-sector expenses.

The government sees electrification of commercial transport as a critical step toward lowering diesel consumption while also addressing worsening air pollution in major cities. According to studies cited by the International Council on Clean Transportation, vehicular emissions contribute significantly to particulate matter pollution in urban centres such as New Delhi, where transport-related pollution can account for up to 40 percent of annual particulate emissions.

India has already witnessed rapid growth in electric bus adoption over the past five years, largely driven by procurement programmes undertaken by state-run transport corporations. However, diesel-powered vehicles still dominate new commercial vehicle registrations, particularly in the long-distance and freight transport segments where upfront electric vehicle costs remain a challenge for private operators.

The proposed incentive programme would mark one of the country’s most ambitious attempts to accelerate electrification in the heavy commercial transport sector. Policymakers hope the initiative will not only reduce oil dependence and emissions but also stimulate investment in domestic electric mobility infrastructure, battery manufacturing and clean transport technologies as India pushes toward broader climate and energy transition goals.
