Elon Musk Pitches Starlink For India's Unconnected Rural Villages

Elon Musk highlights Starlink's potential to connect India's underserved rural regions.

India has crossed the one-billion mark in internet subscriptions, but significant gaps in connectivity remain across rural and remote parts of the country. Elon Musk has argued that Starlink, his satellite-based internet service, could help address these gaps by providing broadband connectivity in locations where traditional telecom infrastructure is difficult to establish. The argument comes as India's digital economy continues to expand, with internet access becoming increasingly important for education, employment, healthcare, banking, government services and other everyday activities.

Musk recently reshared a post on social media that highlighted the continuing connectivity challenge in India. According to figures cited in the post, the country has around 1.093 billion internet subscriptions, including approximately 440.87 million in rural areas. However, around 11,256 villages were still reported to be without 4G connectivity. The figures underline the difference between the overall number of internet subscriptions and the actual availability of reliable high-speed connectivity in every part of the country.

The post also highlighted India's efforts to expand rural broadband infrastructure through the BharatNet programme. More than 850,000 route-kilometres of fibre have reportedly been deployed under the project, while 80,472 Gram Panchayat Points of Presence are operational. Such infrastructure has helped extend broadband connectivity to rural areas, but geographical challenges, difficult terrain and the cost of laying physical networks can continue to make last-mile connectivity difficult in some locations.

Starlink could potentially address some of these challenges because its satellite-based system does not depend entirely on conventional terrestrial networks. Instead of requiring extensive fibre cables or mobile towers to be built near every user, satellite broadband can deliver internet connectivity across wide geographical areas. This could make the service particularly relevant for remote villages, mountainous regions and other locations where establishing traditional telecom infrastructure is commercially or physically challenging.

Musk has said that Starlink would help the least-served sections of India's population, particularly those living in rural areas. Reliable internet access in such regions could support activities including online education, remote employment, digital payments, telemedicine, e-commerce and access to government services. For businesses and workers in remote areas, improved connectivity could also create opportunities to participate in India's growing digital economy without having to relocate to larger towns or cities.

However, Starlink's potential expansion in India is still dependent on regulatory approvals. The company has secured key telecom licences, but it requires additional clearances, including those related to security, before it can commercially launch its broadband services. The approval process has attracted scrutiny over concerns surrounding the use and regulation of satellite communication equipment, meaning the company still has to satisfy Indian authorities before beginning a full-scale rollout.

If Starlink eventually launches in India, it is likely to complement rather than replace existing networks such as mobile broadband and BharatNet. Fibre and terrestrial networks will remain important in densely populated areas, while satellite connectivity could provide an alternative in locations where conventional infrastructure is harder to deploy. With India's internet user base continuing to grow, satellite broadband could become another component of the country's broader effort to close the digital divide and extend reliable connectivity to underserved communities.
