Congress targets Centre with report on PM Modi 3.0 anniversary

Marking two years of the Modi 3.0 government and 12 years of the Narendra Modi-led administration at the Centre, the Congress on Tuesday released a detailed “promise versus reality” document, accusing the government of failing to translate its headline-grabbing announcements into meaningful improvements in the lives of ordinary citizens. The 75-page document, prepared by the All India Congress Committee (AICC) Research Department, was unveiled by Congress leaders Rajeev Gowda and Amitabh Dubey. The opposition party said the report was intended to counter what it described as the government’s “prachar” or propaganda campaign and present an alternative assessment of its performance across a wide range of sectors.

According to Congress, the past 12 years have been characterised by ambitious promises, major policy announcements, and extensive publicity campaigns, but the outcomes on the ground have fallen short of expectations. The party argued that despite repeated claims of progress, several key challenges continue to affect citizens, including issues related to employment, economic growth, social welfare, and governance. The document examines the government’s record across multiple areas, including the economy, jobs, foreign policy, energy, climate change, agriculture, micro, small and medium enterprises (MSMEs), infrastructure, urban development, civil liberties, minority welfare, and public administration.

Congress leaders said the report seeks to compare official commitments with actual outcomes and assess whether stated policy objectives have been achieved. Speaking at the release, Gowda raised concerns about democratic processes and electoral integrity. Referring to the government’s pledge to strengthen democracy, he claimed that approximately 6.5 crore voters had been deleted from electoral rolls across the country. The allegation formed part of a broader criticism of the government’s governance record and its handling of democratic institutions. The release of the report comes as political parties sharpen their messaging around the Modi government’s performance midway through its third term.

While the ruling Bharatiya Janata Party (BJP) has highlighted achievements in infrastructure development, welfare delivery, digital governance, and India’s international standing, the Congress has sought to challenge those claims by pointing to what it views as gaps between promises and results. The opposition party also argued that economic concerns, including unemployment and pressures on small businesses, remain significant despite government initiatives aimed at boosting growth and investment. It claimed that several flagship promises have not produced the transformative impact that was projected when they were announced.

The document is expected to form part of the Congress party’s broader political campaign against the BJP in the coming months, as it attempts to frame public debate around governance outcomes rather than government announcements. By presenting what it calls a “promise versus reality” assessment, the party aims to strengthen its criticism of the Centre and offer voters an alternative narrative on the government’s record over the past decade. The BJP has not immediately responded to the specific claims contained in the report, but government leaders have consistently defended their performance, citing economic indicators, welfare schemes, infrastructure expansion, and India’s global profile as evidence of progress under the Modi administration.
