Amit Shah set to introduce bill unifying service rules across India's central armed police forces.
Union Home Minister Amit Shah is set to introduce the Central Armed Police Forces (General Administration) Bill, 2026, in the Rajya Sabha on Monday, aiming to bring an overarching legal framework to regulate recruitment, deputation, and service conditions across central forces.
The proposed legislation seeks to unify rules governing forces such as the Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP), and Sashastra Seema Bal (SSB), which are currently regulated under separate Acts. The government has described the bill as an “umbrella law” to address administrative challenges arising from fragmented regulations.
Under the bill, a significant portion of senior posts will continue to be filled through deputation from the Indian Police Service (IPS). It proposes that 50% of inspector general-level posts and at least 67% of additional director general posts be filled through deputation, while the positions of special director general and director general will be reserved entirely for deputation.

The move comes in the backdrop of a 2025 ruling by the Supreme Court of India, which had directed the Centre to reduce IPS deputation in CAPFs and carry out a long-pending cadre review. The court had highlighted concerns over stagnation among cadre officers and its potential impact on morale within the forces.
According to the government, the absence of a unified legal framework has led to multiple litigations and administrative hurdles over time. The bill aims to streamline service rules, ensure clarity in recruitment and promotions, and align operational requirements with judicial directions while maintaining coordination between the centre and states.
However, the proposal has sparked concern among sections of retired CAPF officers, who argue that any changes to leadership structure and service conditions could impact institutional morale and operational efficiency. The development is expected to trigger further debate as the bill is taken up for discussion in Parliament.
