Kangana Ranaut Raps Mandi Administration For Delaying Vital Local Development Projects

BJP Member of Parliament from Mandi, Kangana Ranaut, on Saturday reprimanded officials at a District Development Coordination and Monitoring Committee (DISHA) meeting over administrative delays and the poor utilisation of funds under the Member of Parliament Local Area Development Scheme (MPLADS). During the meeting, Ranaut expressed sharp dissatisfaction over the non-utilisation of nearly half of the roughly Rs 11 crore released for development works in her constituency, questioning the accountability of the departments responsible for implementing the sanctioned projects.
Ranaut alleged that several projects remained pending largely due to delays in securing land and obtaining the necessary permissions required to begin construction. In some instances, she said, funds had reportedly been drawn from the allocated budget despite the absence of finalized land or required regulatory approvals, raising concerns about how the money was being tracked and utilized. According to figures she cited, of the roughly Rs 11 crore released for development works, less than Rs 1 crore had been utilised across the entire area by March-April this year, nearly two years after the funds were first released.
She further noted that in Mandi alone, only around Rs 50 to 60 lakh had reportedly been spent out of an allocated Rs 5.5 crore, a gap she described as unacceptable given the timeline involved. Addressing officials directly, Ranaut said that assurances were no longer sufficient and called for immediate acceleration in the implementation of pending projects. She directed officials to summon the agencies responsible for works that had not yet begun despite being sanctioned, and asked them to consider withdrawing funds from projects that had shown no progress on the ground.

Her remarks reflected a broader push for greater accountability among the departments tasked with executing development work funded through the parliamentary scheme. The MPLADS, which allows Members of Parliament to recommend development works in their constituencies using centrally allocated funds, has often faced scrutiny over delays in execution and underutilisation of sanctioned amounts, issues that Ranaut's comments at the DISHA meeting appeared to directly reflect. She raised specific concerns over funds lying unused despite formal project approvals, stressing the need for stronger monitoring mechanisms to ensure that public money translates into completed infrastructure and services for residents rather than remaining tied up in bureaucratic delays.
In her closing remarks to officials, Ranaut urged that all sanctioned development works be completed without further delay and emphasized that performance evaluations should be based on tangible, on-ground progress rather than verbal assurances or future timelines. Her comments suggest an intent to keep closer oversight on project execution in the coming months, with the possibility of further administrative action against agencies that continue to lag behind on approved works.
The DISHA meeting, which brings together elected representatives and local administrative officials to review the progress of government schemes at the district level, serves as a key forum for addressing implementation bottlenecks in centrally sponsored programs like MPLADS. Ranaut's remarks at Saturday's meeting indicate that fund utilisation and project delays in the Mandi constituency are likely to remain closely monitored in the period ahead, as officials work to address the concerns she raised regarding both pace of execution and financial accountability.
