Delhi University Orders All Colleges to Form Anti-Ragging Squads

Delhi University has directed all affiliated colleges, departments and hostels to strengthen anti-ragging measures ahead of the 2026 admission season, asking institutions to complete all required arrangements by July 28. The move is aimed at ensuring a safe and welcoming environment for incoming students as admissions begin across the university. As part of the initiative, the university has also decided to establish two Joint Control Rooms to facilitate quick responses to ragging-related complaints and improve coordination among authorities.

The decision was taken during an online meeting held on July 20, attended by college principals, hostel authorities, office bearers of the Delhi University Students' Union (DUSU) and officials from the Delhi Police. During the meeting, university officials reviewed preparedness for the admission season and stressed the importance of strict compliance with anti-ragging regulations across all campuses, departments and student residences.

Delhi University has instructed every college and hostel to constitute Anti-Ragging Committees and Anti-Ragging Squads in accordance with the regulations issued by the University Grants Commission (UGC) and guidelines laid down by the Supreme Court. Institutions have also been asked to increase vigilance across campuses, particularly in hostels and residential areas, where newly admitted students are expected to reside during the academic session.

The university has further directed colleges to ensure that all students and their parents or guardians submit mandatory anti-ragging undertakings as part of the admission process. These declarations are intended to reinforce awareness of anti-ragging rules and hold students accountable for maintaining a safe and respectful academic environment. Institutions have also been advised to display anti-ragging information prominently and publicise complaint mechanisms for easy access.

Ragging remains a punishable offence under UGC regulations, with penalties ranging from suspension and expulsion to the cancellation of admission, depending on the severity of the incident. Universities and colleges across India are required to implement preventive measures, establish monitoring systems and take prompt action on complaints to safeguard students, particularly freshers who may be more vulnerable during the initial weeks of college life.

With admissions set to begin, Delhi University's latest directive seeks to strengthen institutional preparedness and reinforce a zero-tolerance approach towards ragging. By mandating dedicated committees, increasing surveillance, creating Joint Control Rooms and ensuring compliance with UGC norms, the university aims to provide a secure and supportive environment for students joining the institution in the 2026 academic session.
