2 Arrested for Pro-Khalistan Slogans as Part of Pannun-Linked Sleeper Cells
Delhi Police arrested Baljinder and Rohit, linked to Gurpatwant Singh Pannun's SFJ, for writing pro-Khalistan slogans to disrupt Republic Day.
Delhi Police’s Special Cell has arrested two individuals identified as members of a sleeper cell linked to US-based Khalistani terrorist Gurpatwant Singh Pannun, founder of the banned Sikhs for Justice (SFJ) organisation, in connection with pro-Khalistan activities in the national capital just days before Republic Day.
The arrests were made after pro-Khalistan slogans such as “Khalistan Zindabad” were found painted at two locations in Delhi in the run-up to January 26, raising concerns among security agencies about a possible attempt to disturb public order during a high-security period.
Police have identified the accused as Baljinder, who works as an ambulance driver in Delhi, and his associate Rohit (also known as Kirat). Investigators said the conspiracy to write the slogans was orchestrated from Canada, where a close associate of Gurpatwant Singh Pannun allegedly coordinated the plan and offered the individuals ₹2 lakh to carry out the act.

According to the Special Cell, the operation appears to have been a pre-planned attempt to create unrest and undermine public order ahead of Republic Day, rather than an isolated graffiti incident. Police say they are continuing searches to identify and apprehend other associates linked to the Pannun network in India.
Authorities have registered a First Information Report (FIR) against Pannun and other suspects under several sections of the Bharatiya Nyaya Sanhita (BNS), including those related to promoting enmity between groups, damage to national integration, acts endangering sovereignty and criminal conspiracy.
Security agencies remain vigilant as they investigate the broader network and possible foreign-based handlers connected to the case, highlighting ongoing concerns about foreign-directed extremist activities timed around national events.
