India Tells UN: Dressing Massacre As Operation Won’t Absolve Perpetrators
India condemns Pakistan at UN over massacre framing dispute
India launched a strong diplomatic offensive against Pakistan at the United Nations Security Council during a meeting on the “Situation in Afghanistan,” accusing Islamabad of conducting cross-border military actions that have resulted in civilian casualties and of destabilising the wider region through what it described as unlawful and provocative conduct.
India’s Permanent Representative to the United Nations, Ambassador Harish Parvathaneni, made the remarks during the session held on Monday, sharply criticising Pakistan’s alleged military operations in Afghanistan. He said such actions violate international law, the United Nations Charter, and the principle of respect for national sovereignty, particularly that of Afghanistan.
According to Parvathaneni, Pakistan’s military activities have led to significant civilian harm and suffering inside Afghanistan. He asserted that these operations are not only unacceptable but also pose a direct threat to peace and stability in the region. The envoy stressed that civilian protection must remain central under international humanitarian law, especially in conflict-affected regions.

Citing data attributed to the United Nations Assistance Mission in Afghanistan (UNAMA), Harish Parvathaneni referred to reports indicating hundreds of civilian casualties in the early part of the year. He noted that a substantial proportion of those affected were women and children, with many incidents reportedly occurring during sensitive periods, including the holy month of Ramadan.
In his address, the Indian diplomat used strong language to reject any justification for attacks that result in civilian deaths. He stated that “dressing up a massacre as a military operation does not absolve the perpetrator,” and emphasised that such acts cannot be categorised as counter-terrorism when they lead to widespread loss of innocent lives. He further underscored that moral and legal principles cannot be selectively applied in matters of international security.
India also accused Pakistan of spreading misinformation and attempting to deflect attention from its internal challenges by blaming neighbouring countries. The envoy described such behaviour as a recurring pattern, arguing that efforts to mislead the international community would ultimately fail in shaping global perception. The statement comes amid continued tensions between India and Pakistan in multilateral diplomatic platforms, particularly on issues related to security, terrorism, and regional stability.
India reiterated its position that respect for sovereignty, adherence to international legal frameworks, and protection of civilians are essential pillars for maintaining peace in Afghanistan and the broader region. The exchange at the UN underscores the persistent divergence in narratives between the two countries, with India maintaining that accountability for civilian harm must be upheld, while also calling for greater international scrutiny of military actions that affect neighbouring states.
