The Netflix series Operation Safed Sagar, based on the Indian Air Force’s air operations during the 1999 Kargil War, has brought renewed attention to the role of photo reconnaissance missions during the conflict. The series portrays the No. 17 Squadron, known as the ‘Golden Arrows’, and its involvement in photo-recce sorties. These missions were an important part of the military effort to understand the scale and location of the Pakistani intrusion along the Line of Control.

Photo reconnaissance, commonly referred to as photo-recce, involves using aircraft to collect photographic imagery of areas of military interest. During such missions, aircraft fly over or close to designated areas to capture images that can provide commanders with information about enemy positions, fortifications, troop deployments and other activity. The photographs can then be examined and used to build a clearer picture of the battlefield, particularly in situations where ground-based observation is difficult or dangerous.

The role of such missions became especially important during the Kargil conflict because of the challenging terrain. Pakistani forces and infiltrators had occupied strategic heights along sections of the LoC, making it difficult for Indian troops to determine the full extent of the intrusion from the ground. The high-altitude Himalayan environment, combined with rugged terrain and limited visibility, created significant challenges for surveillance. Aerial imagery therefore provided an additional means of locating and assessing positions that were difficult to observe from the ground.

The No. 17 ‘Golden Arrows’ Squadron, equipped with MiG-21 aircraft, carried out multiple photo-reconnaissance sorties during the conflict, as depicted in the Netflix series. The information obtained through these missions helped establish a better understanding of the positions held by Pakistani forces. Photo-recce missions were not conducted in isolation, however, and other Indian Air Force fighter squadrons also contributed to aerial reconnaissance and the wider intelligence-gathering effort during the operations.

The intelligence generated through aerial reconnaissance was significant because military planners needed accurate information before directing air and ground operations against positions on the mountain heights. Identifying the location and nature of enemy positions helped the armed forces assess the battlefield and plan subsequent operations. In a conflict where troops were fighting across steep slopes and at extreme altitudes, reliable information about positions on the ground could have a direct bearing on operational planning and the effectiveness of attacks.

Operation Safed Sagar uses these missions to highlight an aspect of the Kargil War that is less visible than the combat operations themselves. The photo-recce sorties demonstrated how surveillance and intelligence gathering complemented fighter operations during the conflict. By helping reveal the extent of the intrusion along the LoC, these missions contributed to India's understanding of the battlefield and formed an important part of the broader air operations conducted during the 1999 war.
