J&K Security Probe Leads To Two Arrests Over Suspected Cross-Border Intelligence Transfers

Two Held Over Alleged Security Data Leak

Police have arrested two men in the RS Pura area of Jammu district for allegedly sharing sensitive security-related information with foreign intelligence operatives and handlers linked to terrorist organisations, including Pakistan-based entities. The arrests were made following intelligence inputs, officials said on Monday. Investigators suspect that the accused used encrypted communication channels to transmit photographs and electronic data connected to national security. Police have registered a case under the Official Secrets Act and relevant provisions of the Bharatiya Nyaya Sanhita (BNS), while further investigations are underway to establish the full extent of the alleged activities. The accused have been identified as Arun Kumar, a resident of Mathwar in the Akhnoor area, and Gorav Sharma, a resident of Mokhey in RS Pura.

According to officials, preliminary investigations indicate that the two men were allegedly in contact with foreign intelligence operatives and handlers associated with terrorist organisations. Authorities are examining the nature of the information allegedly shared, the recipients of the data and the communication channels used to transmit it. Police have not publicly disclosed the precise contents of the material or provided details about how the alleged information could have been used. A case has been registered at the RS Pura police station under FIR number 189/2026. The accused have been booked under Sections 3 and 5 of the Official Secrets Act, 1923, along with Sections 152 and 61(2) of the Bharatiya Nyaya Sanhita. The provisions of the Official Secrets Act address activities involving the unauthorised collection or communication of protected information, including matters that could affect national security.

Section 152 of the BNS concerns acts endangering the sovereignty, unity and integrity of India, while Section 61(2) deals with criminal conspiracy. The application of these provisions reflects the allegations being investigated and does not, by itself, establish the guilt of the accused. Officials said the initial findings suggest that photographs and electronic data relating to state security were allegedly transmitted through encrypted communication channels. Investigators are working to determine whether the accused acted independently or were operating as part of a wider network. They are also examining the identities of the suspected foreign handlers, the frequency of the alleged communications and whether any other individuals helped collect or transmit the information.

Police have not yet disclosed whether the investigation has uncovered evidence of payments or other inducements connected with the alleged activity. The arrests come amid heightened vigilance by security agencies in Jammu and Kashmir over suspected attempts by foreign intelligence networks to obtain sensitive information. Authorities have repeatedly warned that such networks may attempt to establish contact with local residents through digital platforms and other communication methods. Information that appears routine or harmless can become sensitive when combined with other material, particularly when it concerns security deployments, infrastructure or operational activity. Investigators are expected to assess whether the data allegedly shared in this case had any direct implications for security operations in the region. Jammu district, which includes areas close to the international border, remains an important focus of security monitoring.

Police and other agencies regularly investigate suspected cross-border networks, including alleged attempts to facilitate intelligence gathering or support activities linked to terrorist organisations. The current case is being examined against that security backdrop, although officials have not publicly established a specific operational consequence arising from the alleged transmission of information by the two accused. The investigation is continuing, with police seeking to establish the full scope of the alleged activities and identify any additional people who may have been involved. Authorities are also assessing the potential security implications of the material allegedly shared with foreign handlers. Officials have warned that strict legal action will be taken against individuals found to be involved in activities prejudicial to the country’s security and integrity. The allegations against Arun Kumar and Gorav Sharma remain under investigation, and further details are expected as investigators examine the evidence and pursue possible links to a broader network.
